Cardiff Solutions Provide Processing Efficiencies to Help Ease Economic Crisis in Higher Education

Colleges and Universities across the nation combat budget cuts and expedite surging financial aid applications through Cardiff's data capture and eForm technologies

San Diego, CA - 2003-09-03 - Cardiff Software Inc., a leading global provider of business process automation solutions, today announced that a growing number of public higher education institutions are using Cardiff solutions to reduce costs and improve operational efficiencies. The current economic crisis in higher education has resulted in reduced staff and higher tuitions, which in turn have led to a significant increase in financial aid applications. To cope with widespread funding deficits and budget cutbacks, public colleges and universities are turning to cost-effective data capture and eForm solutions, such as those offered by Cardiff.

According to a July 22, 2003 Washington Post article, state colleges and universities nationwide are preparing to impose the highest tuition and fee increases in more than a decade, upwards of 40 percent in some cases. These increases come as no surprise to many, considering the budget shortfalls that industry analyst firm Gartner estimated would affect 75 percent of U.S. higher education institutions in 2003.

The financial situation of the nation's public higher education institutions has resulted in an increased interest in Cardiff's data capture and eForm technology solutions. More than 900 colleges and universities across the U.S. have already turned to Cardiff for solutions to help automate admission, financial aid and internal HR processes. Among Cardiff's higher education customers are the State University of New York at Geneseo, University of California at Berkeley and University of Washington.

By automating manually intensive processes, colleges and universities can be more productive with fewer resources. Traditionally dominated by paper-based processes, universities and colleges can utilize Cardiff's powerful data capture technology to automatically input paper application forms and supporting documentation into existing database or content management systems. The ability to handle both forms and attachments enables them to create an electronic student record for each applicant that is instantly accessible by other departments. This capability greatly reduces the costs and potential errors resulting from multiple filing and routing of student files.

Arizona State University (ASU), for example, receives more 15,000 Graduate College admission applications annually and uses Cardiff's eForm technology to process online and paper-based submissions. The Cardiff solution gives ASU the ability to automatically capture and process electronic and hand-written data, resulting in a 90 percent reduction of processing time required to input student information into its mainframe database.

Budget deficits have also raised the importance of grant money to help keep tuition costs low and fund important programs. In order to better ensure the success of its external grant application process, Iowa State University (ISU) is using Cardiff's eForm solution to automate the submission and approval of grant proposals. The ability to electronically route, approve and track these forms has enabled the University to significantly reduce costs associated with manual processing. "Getting approvals on foot was wasting thousands of faculty and staff hours every year and slowing down the grant submission process, which often have short time-frames," said Thane Peterson, director of the Office of Sponsored Programs Administration at ISU.

By streamlining the application processing for admissions, student loans, and grant applications, higher education institutions can increase the potential for student attendance and significantly impact the long-term financial health of the university or college. The ability to automatically process thousands of forms and documents drastically reduces the number of staff hours required, a necessity given the reality of staff reductions.

"The enormous volume of applications and documents that universities and colleges must process each term is a huge administrative burden which can be alleviated with Cardiff's data capture and eForm technology," said Dennis Clerke, president and CEO of Cardiff Software. "Cardiff's solutions are well suited for the higher education market due to their open standards foundation, which enables schools to limit capital expenditures by integrating Cardiff's technology with existing database, content management, or back office systems."
