Beyond GPEA: Cost Savings and Improved Service Levels Are Driving Government Adoption of eForm Technology

San Diego, CA - 2003-08-26 - Cardiff Software Inc., a leading global provider of business processes automation solutions, today revealed that a majority of government agencies choosing Cardiff's data capture and eForm solutions are doing so for tangible benefits, including cost reduction, enhanced productivity and improved service levels, rather than merely satisfying the Government Paperwork Elimination Act (GPEA) mandate.

The October 21, 2003 deadline for GPEA is causing many federal government agencies to evaluate solutions for reducing paper-based processes, and in doing so they are discovering the operational benefits, which increase exponentially with the size of the organization. These factors have lead many of the largest government agencies to select Cardiff's LiquidOffice eForm solution, including the U.S. Department of Justice (JCON), U.S. Department of Labor (Office of the Inspector General) and the Federal Aviation Administration (FAA).

Web-based technologies such as Cardiff's LiquidOffice eForm solution provide government agencies with an open standards-based platform for automating business processes and transactions, which protects their investment by ensuring interoperability with future and legacy systems. Placing forms and documents online allows agencies to gather, manage and use information electronically - significantly reducing operational costs and inefficiencies, while increasing service and productivity. In addition to streamlining the collection of data from the public, intelligent eForms can also improve service levels by automatically creating and delivering an immediate response, or next-step document.

Internal savings are also derived from increased worker productivity and reduction of paper consumption costs. For example, LiquidOffice's support for the automatic tracking, routing and electronic signing of online forms eliminates a manually-intensive process, which frees up government workers to devote more time on other critical tasks. Productivity is further enhanced by the ability for electronic documents to be easily accessed and forwarded to other departments. The implementation of an eForm solution eliminates the costs associated with hard file storage, management and distribution.

About the Government Paperwork Elimination Act

The Government Paper Elimination Act (GPEA) was enacted by Congress on October 21, 1998. It amends the Paperwork Reduction Act of 1995 to require the Director of the Office of Management and Budget to: (1) specifically promote the acquisition and use of alternative electronic information technologies that provide for electronic submission, maintenance, or disclosure of information as a substitute for paper and for the use and acceptance of electronic signatures; and (2) provide a mandatory information resources strategic management plan that describes progress in providing for the acquisition and use of such technologies as a substitute for paper and for the use and acceptance of electronic signatures.
