Cardiff LiquidOffice™ Streamlines the Iowa State University Proposal Approval Process
Iowa State University implements LiquidOffice to reduce grant proposal approval time for nearly 2,000 proposals per year, enabling more time for preparing additional competitive proposals
San Diego, CA - 2002-09-23 - Cardiff Software Inc., a leading global provider of business process-automation solutions, today announced that the Office of Sponsored Programs Administration (OSPA) at Iowa State University (ISU) has implemented LiquidOffice™ to automate the proposal approval process. A powerful eForm management solution, LiquidOffice enables ISU to collect pertinent information about proposed research and other externally funded projects via an online self-routing proposal data form linked to an SQL database. By streamlining the way proposals are submitted and approved, LiquidOffice expedites the entire process, which increases the time that can be spent on developing more competitive proposals. The Cardiff solution was implemented through Binary Office, a leading eForms systems integrator and Cardiff President's Club reseller based in Scottsdale, Ariz.
ISU processes nearly 2,000 proposals per year from more than 1,000 investigators. The time-intensive task of walking paper forms around campus to gather signatures formerly took from several hours to several days to complete. Now investigators can access and complete the proposal data form online via a standard Web browser. After attaching supporting proposal documents electronically, they can send the complete packet around campus for signatures without ever leaving their offices.
"Cardiff offered the only open-standards solution that would faithfully mirror our paper process, both visually and mentally," said Thane Peterson, director of OSPA at Iowa State University. "We selected LiquidOffice because it was flexible, did not involve hardware or software investments for the end user, and would require little training of faculty and staff."
Using LiquidOffice, ISU can instantly review the current status of the internal approval of a submission and automate information alerts to pertinent departments and compliance committees. In addition, by empowering faculty and staff with the ability to submit and process proposal data forms around the clock, from home or on the road, LiquidOffice provides a new level of customer service and efficiency to the process at ISU.
LiquidOffice is a complete XML-based eForm management software system allowing universities and other organizations to design, route, approve and sign online electronic forms. Electronic forms created with LiquidOffice can be customized with embedded business rules to validate data entered or trigger special routing. For example, ISU's proposal data form features check boxes that monitor compliance by routing the form to specific compliance committees when the boxes are checked. The form also features signature fields that include a name, date and timestamp. To ensure security, the Approver must enter a valid user ID and password to complete the authorization.
A premier Cardiff channel partner, Binary Office implemented the solution for OSPA utilizing the LiquidOffice platform to deploy a custom workflow module to accommodate simultaneous and serial custom routing. This workflow sends copies of the proposal package to multiple individuals for initial review and approval, which saves time by enabling several co-principal investigators to review the proposal in tandem. Using business rules within LiquidOffice, Binary Office also customized the workflow to enable all the notes and new attachments from the investigators to be collected and bundled together before it is submitted online for approval by various departments, colleges and centers/institutes at ISU.
