Cardiff and Seward Consulting Develop Tax Assessment Solution for City of Calgary; Earns Best Document/Data Capture Finalist Recognition for CMP RealWare Awards

TELEform solution helps City revamp its revaluation process and complete updates more often; can now establish appropriate property values annually for its one million residents

San Diego - 2002-06-13 - Cardiff Software Inc., a leading global provider of business process-automation solutions, today announced that a strategic tax assessment solution developed for the City of Calgary, Alberta has been chosen as a "Best Document/Data Capture" finalist for CMP Media's RealWare Awards.

The Cardiff TELEform® information capture solution has enabled the City of Calgary tax assessment unit to automatically process large volumes of customer survey forms returned via mail, fax and e-mail into a database and archive system more quickly and efficiently. Instead of handling this process manually, city staffers use TELEform to create peel-and-stick labels that serve as mini-forms, which are then scanned, captured, loaded and indexed automatically in the city's electronic document managing system. A single City of Calgary technician can now process up to 1,500 documents per day, with 99 percent data and process accuracy.

Seward Consulting, a Cardiff partner since 1995 based in Edmonton, Alberta, integrated Cardiff TELEform along with Kofax VirtualReScan (VRS) and Fujitsu scanning technology to enable the City of Calgary to better establish appropriate property values annually for its one million residents, a task they undertook every seven years prior to implementation.

CMP Media's Intelligent Enterprise and Transform magazines' RealWare Awards recognize outstanding customer implementations that demonstrate innovative IT solutions. RealWare Award winners will be announced later this month by the magazines.

"More than one million pages are processed in the city's tax and assessment business units each year. Managing this fiscal project manually had been expensive and labor intensive for the city," said Martin Wong, City of Calgary. "Thanks to TELEform, productivity has almost doubled. The next phase of the project will allow the city to deploy surveys to 250,000 property owners, a move that's projected to save taxpayers about $1 million this year (CDN)."

The city's tax and assessment unit is responsible for assessing property based on market values, which are used to calculate annual property taxes. As part of the annual business cycle to establish accurate property values, the city updates its records with current property information. Its goal was to revamp its revaluation process and complete updates more often.

Additionally, Calgary leveraged integration between TELEform and VRS to further improve the quality of scanned images, particularly some very old property assessment cards. The city uses a variety of Fujitsu scanners as part of its forms-processing solution with VRS, which automatically adjusts documents for alignment, brightness, contrast and image clarity.

Michael Burant at Seward said the success with the tax and assessment business unit will be extended to other city departments, with an eye toward creating a system that allows residents to respond to surveys online. Seward has most recently rolled out TELEform to the city's Police Department and hopes to roll out TELEform to the city clerk's office.
