Cardiff TELEform™ Improves Document Processing by 90 Percent at Moorestown Visiting Nurses Association

San Diego - 2002-06-03 - Cardiff Software Inc., a leading global provider of business process-automation solutions, today announced that Moorestown Visiting Nurses Association (VNA), a large voluntary, nonprofit home healthcare agency, has automated healthcare forms processing using Cardiff's award-winning TELEform Information Capture System, improving processes by 90 percent. Moorestown VNA provides home healthcare to over 5,000 patients annually in New Jersey's Burlington, Camden and Gloucester counties.
By combining valuable industry insight and guidance with Cardiff TELEform, PACE Business Solutions, a New Jersey-based systems integrator, developed a system for Moorestown VNA to easily and accurately capture information and convert mandatory OASIS paper forms required by the Health Care Financing Administration (HCFA) into digital data. OASIS (Outcome and Assessment Information Set) forms collect, encode and transmit a breathtaking amount of data for all Medicare and Medicaid patients receiving skilled services. This turnkey automated data collection system drastically reduced the need for manual data entry, which increased accuracy and lightened the workload of the primary users at Moorestown VNA. In short, the approach was to make the paper "smart," thus assuring buy-in from the user community.

"Moreover, the system has paid for itself in less than one year."
In addition to collecting all necessary OASIS information, the VNA's forms were designed to collect locator code information from HCFA-485 Plan of Care forms. The HCFA-485 form is used for Home Health and Plan of Care certification and re-certification. The forms are filled in by the nurses in the field and returned to the Moorestown VNA home office, where they are scanned using TELEform and a Fujitsu optical scanner. Powerful engines within TELEform allow for accurate recognition of a variety of characters, including handprint, machine-print, bar codes and check marks. This action has reduced the time to enter a 25-page OASIS document by 90 percent, and the number of data entry clerks required to fulfill this work has been reduced to one fulltime person instead of five.
"We are very pleased with the results we've seen from the TELEform System," said Janet Scheffler, information systems supervisor at Moorestown VNA. "The fact that TELEform has reduced the time it takes a data entry clerk to input data from 25-page OASIS forms, from 20 minutes down to only two minutes, enables us to streamline our processes more than we had expected."
After the data has been validated and accepted by the clerk running the TELEform Verifier, it is committed and exported to a customized PACE application, which includes more than 300 edits of the collected OASIS "MO" field data to assure its acceptance by HCFA. OASIS "MO" codes are critical data points, which can directly affect reimbursement for home healthcare providers.
The TELEform Information Capture System works alone or in combination with Cardiff's advanced suite of Business Process Automation (BPA) solutions including eForm Management and XML-driven PDF Document Assembly, accelerating the flow of information to customers, employees, partners and suppliers by automating the processing of business-critical forms and documents.
