Cardiff's LiquidOffice™ eForm Management System Selected by The City of Boston to Replace Its Manual Form Processes

LiquidOffice routes, tracks and processes forms via Web-based management system; City's success with Cardiff's TELEform® solution and integration capabilities with LiquidOffice were additional selling points

San Diego - 2002-05-13 - Cardiff Software Inc., a leading global provider of business process-automation solutions, today announced that the City of Boston (Mass.) has selected Cardiff LiquidOffice eForm Management System to replace its internal manual processes. LiquidOffice is a "paperless" system that enables organizations to publish, route, track, approve, sign and process online forms and documents by fully leveraging their existing Web infrastructure using XML, HTML and PDF standards.

Cardiff TELEform, an award-winning information capture system that quickly and easily captures and converts paper-based and electronic forms into digital data, has already been used by the City of Boston to provide service to its citizens. By adding LiquidOffice, the city now has the capability of integrating both solutions, where data is passed from TELEform to LiquidOffice, extending the process-automation lifecycle by automatically managing the routing, tracking and approval processes throughout the organization.

"We found the TELEform designer so easy to use and so flexible that the logical next step for us was LiquidOffice," said Craig Burlingame, chief information officer for the City of Boston. "We see it as an infrastructure building exercise and a tool kit where we can add a variety of automation needs."

Unlike client-server products that require proprietary plug-ins and Java filler applets for form presentation, LiquidOffice uses universally accepted Web clients for form fill and routing. LiquidOffice also adds automated data validation, attachments and workflow capabilities to public- and citizen-facing HTML and PDF forms.

XML Virtual Submit, a standard XML schema, allows organizations to use LiquidOffice as their eForm framework for internal, Web-based and remote forms applications, connecting LiquidOffice eForm workflows and form attachments with virtually any external application. The applications include using mobile devices for remote data collection and to initiate eForm workflow submissions. LiquidOffice also offers seamless enterprise user management through integration with lightweight directory access protocol (LDAP) systems, including Microsoft Active Directory Services, Netscape iPlanet Directory Server and Microsoft Exchange Server.

Benefits experienced by organizations migrating to LiquidOffice include streamlining internal operational processes; accelerating delivery of data and documents to backend systems; reducing administrative costs; and eliminating data errors with business rules processing.

Initially, LiquidOffice will be utilized by the City of Boston for strictly internal, administration forms - everything from personnel-related actions to administrative budget processes. It will impact 3,500 workers scattered throughout 43 different city departments. With support for intelligent routing, tracking and secure digital approval, entire processes - once manual - can now be handled completely online.

"The fact that it is browser-based was a significant consideration. We're doing a lot of work to develop our intranet site and we see adding Liquid Office to that mix because of the Web integration," Burlingame added. "We were also impressed with the digital signature capability."

LiquidOffice helps government organizations meet mandates dictated within the Government Paperwork Elimination Act, the Electronic Signatures in Global and National Commerce Act and Section 508 of the Rehabilitation Act, which all require eForm technology. LiquidOffice offers easy- to-use tools for designing, deploying and automatically managing the routing, tracking and review of forms and documents electronically.
