Florida County Government Employs Virage to Enhance Decision-Making Process

Virage Platform Turns Video into Online Communication and Research Tool for Hillsborough County's Board of Commissioners

SAN MATEO, Calif. - May 29, 2001 - Virage, Inc. [Nasdaq: VRGE], a leading provider of software and services that enable video for strategic online applications, today announced that Hillsborough County, Florida is integrating the Virage Video Application Platform into their internal communications infrastructure, helping officials make informed responses to important issues by giving them a more efficient way to evaluate critical local topics. The County is one of the first in the nation that will use Virage technology to create an online video database of recorded meetings to facilitate improved performance from local government.

"The Virage platform provides the Hillsborough County Board of Commissioners and the executive management with a powerful new communication and decision-making tool that builds greater efficiencies into their daily governing process," said Roger Dean, Director of Information & Technology Services at Hillsborough County. "Virage technology gives us the ability to retrieve comprehensive information quickly which, in turn, assures a higher quality of life for residents of our County."

"The Hillsborough County project reveals how a broad range of organizations, including state and local government agencies, are employing Virage technology to transform video into information. The Virage Video Application Platform creates an effective research tool that manages video content and supports the completion of critical governing tasks," said Carlos Montalvo, Chief Marketing Officer at Virage. "Hillsborough County joins a growing community of government policy makers that have recognized video as a powerful information medium. The ability to access it and distribute it effectively shows how Virage's technology can enhance the governing process at the municipal and state level."

Hillsborough County will encode, index and archive over 20 hours of public meetings and discussions each month and make them available to appropriate personnel who need quick and accurate access to relevant bits of information within the proceedings in order to make important decisions that affect their residents. The County has previously used videotape to distribute the content, which usually required manual searching and reviewing. As a result, it often required two to three days before an official could take action on a pressing issue.

Staff can now search through hours of video almost instantaneously and retrieve any clip they are looking for in a matter of seconds. In addition to current forums, Hillsborough County will also ingest hundreds of hours of archived proceedings, dating to 1994, to provide the Board with a thorough understanding of preceding issues that can help them achieve positive results for the County.
